MDyC criticises late publication of IPSI deferral decree

The Movement for Dignity and Citizenship (MDyC) has issued a statement condemning the late publication of a decree by the Ministry of Finance, which extends the payment deadline for the IPSI (Import Tax on Production and Services) for the third and fourth quarters of 2026. The decree was published in the Official Bulletin of Ceuta (BOCCE) on Monday, just one day before the payment deadline for the third quarter, which is set for 20 October.

MDyC representatives highlighted that this proposal was brought to the Plenary session in September, aimed at alleviating the fiscal burden on local businesses, as they deemed the economic and fiscal measures outlined in Royal Decree-Law 22/2026 to be insufficient. They expressed concerns over a lack of transparency from the Minister of Finance regarding the timing of the decree’s publication, stating, “It was done with premeditation and malice, the day before the deadline, without notifying local entrepreneurs to prevent them from postponing their payments.”

Furthermore, the MDyC lamented that the decree arrived too late for the third quarter and accused the Finance Department of prioritising revenue collection over supporting the local economy. They reassured self-employed individuals and small businesses that they still have until 20 April 2027 to benefit from this measure and pay the IPSI for both the third and fourth quarters of 2026.
