The City Council of Madrid will launch the Regulated Parking Service (SER) in the Opañel neighbourhood on 3 November, introducing 2,760 new regulated parking spaces. Additionally, the service will be expanded in the San Isidro neighbourhood, adding 401 parking reservations.
This extension, approved by the Governing Board, will increase the total number of SER spaces in the Carabanchel district to 3,161. Of these, 94% (2,979) will be green spaces designated for residents, while 6% (182) will be blue spaces for rotation.
With this modification to the SER contract, the city will have over 183,000 regulated parking spaces across thirteen districts. The boundaries of the service in Opañel will be defined by the streets of Oporto, Antonio Leyva, General Ricardos, Mercedes Arteaga, and Portalegre. In the second phase of the SER expansion in San Isidro, the perimeter will be set by Paseo de San Illán, Puente de Toledo, General Ricardos, and Comuneros de Castilla.
This expansion aligns with the objectives of Madrid's Environmental Sustainability Strategy 360, aimed at optimising public space usage and vehicle parking, thereby enhancing the quality of life for residents.
The amendment to the Sustainable Mobility Ordinance allows for SER expansion with prior approval from the relevant district council, following consultations with affected residents and community associations. The Carabanchel Municipal Board held a public hearing for the SER extension for 15 days starting from 27 April, which received positive feedback.
Since 5 October, residents registered in these areas have been able to apply for resident parking permits to avoid penalties. The City Council has initiated a communication campaign since the first week of October, using emails, SMS, informative posters in community buildings, and leaflets detailing how to obtain parking authorisation. Information can be accessed via the website www.madrid.es/ser or by calling 010, as well as at any citizen service offices of Línea Madrid or the Specialised Office at Calle Bustamante, 16. Requirements for obtaining resident parking authorisation can be found on sede.madrid.es.
