Corporación Empresarial to enhance efficiency and future readiness

Eva Valle, the Minister of Economy and president of the Public Business Corporation of Aragon (CEPA), has concluded the meeting of managers from the region's public companies. During the event, Eloy Suárez, the CEO of CEPA, announced the development of a new strategic plan designed to make the group more collaborative and efficient, focusing on a "new corporate culture, artificial intelligence, performance measurement, and optimisation of public resources."

CEPA aims to create a truly efficient, coordinated business group that is prepared for the future. The Strategic Plan 2027/2031 will play a crucial role in transforming the operational model of the Corporation.

In her closing remarks, Valle highlighted the importance of public companies in the current economic climate, stating that each can contribute to creating conditions for a more competitive, productive, and attractive community for investment, growth, and job creation. She emphasised that public enterprises are instruments for the economic and social development of Aragon, guided by three principles: efficiency, coordination and a comprehensive vision, and good governance.

The meeting was inaugurated by María Navarro, the president of the Aragonese Parliament, and gathered executives from various public companies. Suárez outlined that the new strategic plan aims to overcome a dynamic where each company operates independently, moving towards an organisation that leverages the capabilities, knowledge, and resources of all its enterprises.

Suárez stated, "We do not want public companies that work alongside each other. We want public companies that work together," underscoring one of the core ideas that will shape CEPA's new direction. This corporate culture will lead to greater coordination, the utilisation of synergies, the reduction of duplications, and the potential for sharing services, information systems, knowledge, and professional capabilities.

Additionally, it will enhance joint negotiation capabilities and improve responses to new economic and technological challenges. Another key topic of the meeting was CEPA's contribution to the financial sustainability of the Autonomous Community. Suárez stressed that the Corporation aims to strengthen its role in the efficient use of public resources and contribute to controlling the regional deficit.

To achieve this, he noted the necessity of reviewing management processes, avoiding unnecessary expenses, utilising available resources, and evaluating the return on actions taken. The CEO clarified that the new approach is not merely about cost reduction but aims to achieve better results with existing resources, making efficiency a transversal requirement for all companies without compromising their functions or the quality of services provided.

Suárez also advocated for a genuine "evaluation culture," stating that it will be essential to measure not only investments and expenditures but also the results achieved, the employment generated, the economic activity mobilised, the territorial return of investments, and their social impact.

Moreover, key tools in this process will include digital transformation and, particularly, artificial intelligence, which will play a significant role. CEPA intends to address this technology as an opportunity to change work organisation, streamline procedures, enhance information, and facilitate more informed decisions.

The Corporation will promote a common agenda for data and artificial intelligence, aiming to prevent each company from developing separate solutions that could be shared. Training for professionals, information security, and human oversight will be essential elements of this process.

The convention also discussed the legal possibilities for collaboration among various public companies through cooperation agreements to share capabilities, resources, and knowledge, as well as to develop joint actions with greater agility and legal security. CEPA seeks to better utilise public resources and prevent organisational differences from becoming obstacles to cooperation.
