On October 9, 2026, the City Council of Madrid unveiled MADRIDdbp (Digital Building Permits), a platform designed to modernize the processing of urban planning licenses through automated checks. The city's Urban Planning Delegate, Borja Carabante, and the Housing Policies Delegate, Álvaro González, signed agreements with five entities to initiate the pilot phase of this initiative.
The platform features the Portal del Promotor, where users can consult regulations, perform self-validations, and identify errors before submitting their license applications. MADRIDdbp will combine BIM technology (Building Information Modeling) and geographic information systems to simultaneously verify project details and urban planning conditions for each plot.
The initiative will commence in six major residential developments, totaling over 124,000 homes. Carabante emphasized that the goal is to expedite the urban checks associated with residential licenses, thereby reducing administrative times and improving the traceability of files.
Architects will be able to upload their 3D BIM projects to the platform, which will cross-reference building data with urban planning information for the plot, allowing professionals to correct their projects before submission. Additionally, an urban viability report will be generated to structure the results of the checks conducted.
The platform is based on BIM methodology and utilizes open standards such as IFC (Industry Foundation Classes), facilitating information exchange between different tools. Carabante signed agreements with EMVS Madrid and several entities to test the functionalities of MADRIDdbp, which will be accessible to all developers after the testing phase.
The contract for this initiative is valued at €9.2 million and has a duration of four years, with the possibility of extension. A progressive development of the platform is anticipated, starting with approximately 50 urban planning verification rules.
