The Spanish government, through the Ministry of Housing and Urban Agenda, has approved a royal decree to allocate €180 million in direct subsidies to autonomous communities that have declared areas of residential market tension. This funding is part of a broader initiative to enhance the availability of affordable housing in regions facing high demand.
Asturias will receive €5.9 million to boost the supply of affordable housing in its designated high-demand areas. Minister of Housing and Urban Agenda, Isabel Rodríguez, stated, "These measures are aimed at promoting affordable housing where it is most needed and for those who need it the most," during a press conference following the Council of Ministers meeting.
Targeting five autonomous communities
The subsidies are intended for five autonomous communities that have identified areas of residential market pressure, with the goal of increasing the availability of affordable housing and reducing rental prices in the 317 municipalities affected, home to over 9 million residents. The allocation of funds is based on objective criteria, considering the resident population and the percentage of households facing financial strain. The distribution is as follows:
- Catalunya (271 municipalities): €119.4 million
- Euskadi (18 municipalities): €31 million
- Navarra (21 municipalities): €13.3 million
- Galicia (A Coruña and Santiago): €10.2 million
- Asturias (5 municipalities): €5.9 million
The aim of these subsidies, outlined in Article 18 of the Housing Rights Law, is to support the development of specific plans created by the communities to rectify the imbalances that hinder access to housing. With this funding, the autonomous communities can implement measures for the promotion and rehabilitation of housing, explore alternative housing solutions for affordable or social rent, and acquire land for residential development.
University accommodation initiative
In addition, a separate decree has been approved, allocating €45 million for the development of affordable university accommodation, which aims to create around 2,000 new places in its first phase. Projects funded by the Ministry will be implemented across various regions, including Castilla-La Mancha, Andalucía, the Community of Madrid, Catalunya, Castilla y León, and the Valencian Community. The distribution of these funds includes:
- Universidad Autónoma de Madrid: €13.3 million
- Universidad de Castilla-La Mancha (Albacete): €8.1 million
- Universidad Pablo de Olavide (Sevilla): €6.5 million
- Universidad de Burgos: €5.9 million
- Universitat Jaume I de Castelló: €4.5 million
- Universidad de Jaén: €3.5 million
- Ayuntamiento de Lleida: €2.9 million
The objective of this initiative is to expand the residential options available for students, faculty, and researchers, facilitate academic mobility, and alleviate pressure on the rental market in university cities.
