On October 6, 2026, the City Council of Móstoles approved the Fiscal Ordinances for the year 2027 during an extraordinary session. These ordinances are characterized by a new reduction in the Impuesto sobre Bienes Inmuebles (IBI), or property tax, which will decrease from 0.56% to 0.48%. This change is expected to save residents approximately 13 million euros.
The approval came with support from the Popular Party and an independent councilor, while the Socialist Party (PSOE), Vox, Más Madrid Móstoles, and the Mixed Group opposed the measures. The ordinances aim to alleviate the economic burden on Móstoles families and businesses, continuing a trend of low taxation established in recent years.
Residents could see savings of between 48 and 96 euros per tax bill, depending on the property. In addition to the IBI reduction, the ordinances maintain a lower rate for the Impuesto sobre Construcciones, Instalaciones y Obras (ICIO) at 3.7%, the lowest among major cities in the Community of Madrid. A 50% tax exemption for the construction of protected housing is also included, aimed at encouraging new residential developments and easing housing construction in Móstoles.
These measures are part of the municipal fiscal strategy to enhance Móstoles' competitiveness, stimulate economic activity, and create favorable conditions for attracting new investments.
Additionally, the City’s Social Council gave a favorable opinion on the proposed fiscal ordinances, with a vote count of 10 in favor, 1 abstention, and 2 against.
