Madrid Competes for 2027 European Capital of Innovation Title

On October 5, 2026, the city of Madrid was announced as one of six semifinalists for the 2027 European Capital of Innovation (iCapital) award, a prestigious recognition from the European Commission that honors cities effectively integrating innovation into public services and community life.

The MadridLEADs initiative, presented by the Delegated Area of Innovation and Entrepreneurship, positions Madrid alongside cities such as Alicante, Valencia, Manchester, Montpellier, and Tallinn. The core idea behind the MadridLEADs proposal is that Madrid, with its population of 3.5 million, is committed to using innovation as a transformative tool to address real challenges.

Ángel Niño, the city’s Councillor for Innovation and Entrepreneurship, emphasized that Madrid's model aims to “promote and strengthen an ecosystem composed of entrepreneurs, administrations, public bodies, companies, investors, research centers, and universities.” He added that this ecosystem enables innovative solutions to enhance services across all city districts, leading to economic growth and job creation.

The name 'MadridLEADs' encapsulates the initiative's focus: Leads, Engages, Anticipates, Delivers, Shares—signifying leadership, talent attraction, proactive problem-solving, safeguarding citizens' rights, and ensuring inclusive progress.

The next milestone in the competition will be the announcement of the three finalist cities on October 22. The winner will be revealed on December 3 during a ceremony in Grenoble, receiving a prize of one million euros and the title of European Capital of Innovation 2027. The two other finalists will each receive 100,000 euros.

Highlighting Madrid's current innovation landscape, Niño noted that the Global Talent Cities Index 2026 ranks Madrid as the third European city for talent attraction, following London and Paris. The Spain Global Startup Hub report by ICEX identifies Madrid as Spain's leading tech hub, excelling in fintech, biotech, Industry 4.0, and agrifoodtech.

The Madrid City Council is investing in pioneering projects such as Sandbox Madrid, which transforms the city into a testing laboratory, and DesafIA Madrid, along with over 30 artificial intelligence use cases coordinated by MAIA, the municipal AI governance model.

In terms of scaling and ecosystem support, the MadridLEADs initiative highlights that the city is home to more than 1,800 tech companies. Since 2006, Madrid Emprende has assisted 262,000 entrepreneurs and businesses. Additionally, the city has established seven municipal clusters with over 500 organizations and has supported more than 1,100 startups since 2019 through incubation and acceleration programs.

International outreach is another key aspect of the proposal. Madrid is a connected city involved in 58 European projects and serves as a bridge between Europe and Latin America, with 70 ambassadors from the municipal initiative Puentes de Talento representing 14 Ibero-American countries.
